Returns the parameter portion of the URL.
The
URL.getParameters function returns the parameters portion of the
given absolute or relative URL. If the URL does not contain a
parameters portion, an empty string is returned. An invalid URL syntax
will cause an invalid to be returned.
The syntax of a URL is: scheme://host:port/path;parameters$query#fragment
